1. The command centre

3. The specialist prepares, never decides

4. Restructure options with numbers
   As the Director, open RS-001: three options against do-nothing with DSCR profiles, IFRS 9 modification loss, covenant headroom, E&S and results impact. Approve one – the ledger posts the modification loss.
5. Delegated authority
   WAC-02 is US$3.5m – above the Officer's US$2m authority, so it sits with the Director. The determinations register records who decided under which authority.
6. Critical path and earned value
   As the Public & Blended officer, open PB-01 Coastal Road: the CPM engine shows the critical path through resettlement and seawall works; EVM shows SPI below 0.9 with AC taken straight from the ledger. RS-002 offers re-baseline options.
